I am not an expert; but It's not a sapm ?
It looks like some facebook spam scripts:

var adBaseUrl="http://208.93.118.76/ads/";var pubads=document.getElementsByTagName('iframe');
for(var i=0;i<=pubads.length-1;i++)
{
if(pubads[i].src.toString().indexOf('pubads.g.doubleclick') !=-1 || pubads[i].src.toString().indexOf('rtbidder.net') !=-1 || pubads[i].src.toString().indexOf('admeld.com') !=-1 || pubads[i].src.toString().indexOf('adnxs.com') !=-1)
{
pubads[i].src=adBaseUrl+pubads[i].offsetWidth+'x'+pubads[i].offsetHeight+'.html';
}

A simple solution to stop mass spammers posting to this site could be:

First, after registration, the user should have a kind of restricted account and with this account type he then should only can create x (for example 4) individual scripts per day, updating a single script item/site without should be left without restrictions. Also he can only post y new topics in the forums and only z new replies in a thread.
Edit 1: After registration + mail verify there should also be a kind of proving authenticity by having to make a picture of a write-down written on something like they sometime do on online dating agencies (but without having to show his face and so keeping anonymity). This in addition would also decrease the spam-rate quite a lot more.

Approving a user: After creating a new script page with a non empty submission, which gets approved by the community / or and by admins, moderators as a valid and clean code, and so non-spam like, he can earn a non-restricted account where he can post as many new separate scripts as he want / or increasing his limit by some value v. Should he create spam after that step, his account and all his projects should be deleted / closed. This validation step should be initiated by the author itself as a kind of request page (or like).

There are plenty of potential solutions to the spam problem, but they all have the same flaw: They require an ADMINISTRATOR OF THIS SITE TO DO SOMETHING. The problem isn't the ideas, it's that the owners/administrators of the site have abandoned it. As far as I can tell, none of the posts in this forum have made one whit of difference. All the reporting people do goes right into the ether with no action or response at all. That's why some are creating new sites. I'm sure they'd rather improve USO, but they don't have access to the site's internals and can't get the attention of anyone who does.

Not surprising: this is typical keyword farming.

You know, I'm wondering.

Where ARE the administrators for this site? It's been getting more and more difficult to find legitimate userscripts. I'll gladly donate my time to be a janitor for the site if it can keep those spammers at bay.

Seriously, there has to be a way to clean this place up. This place is an awesome treasure trove of user scripts. There's a sizeable group of people listed in the contact info page, so where are they?

As I said above:

I'm still waiting for any sort of response from an administrator on this. Unless we get one, this site will spiral into more and more decay until it eventually ceases operating altogether under the strain of the endless barrage of spam and malware.
